The hourly rate is 18 AZN, and on the 100-hour package an hour costs 10 AZN (44% less). You pay only for the booked time: 50 minutes is 0.83 hours, or 14.94 AZN at the hourly rate.
Yes. There is no minimum: you book exactly the time you need, to the minute. A booking has to start and end on the same day, within opening hours — 08:00 to 23:00.
